OUTSIDER DECIDERS

Should the "outsider deciders" of the election be making their choice for the White House based on how many federal programs will be aimed at increasing the quality of life of their group as this article suggests?

Or should we all take a close look which candidate will protect the individual rights to life, liberty, property, and the pursuit of happiness for all?
